Objectivly then, most games, movies, books, and painting arn't actuall art, but rather design- as the person making it was trying to make you feel something in-particular when engaging with their work.

Well it depends on the developers' outlook. If they think it's art and imply it to be, then yes, it is. There's no denying that art is one of the most important parts of a game. Without stuff on screen (art) you have no game, and what's moving around on screen IS the game... so aren't they art by default?
And many games can absolutely stand alongside books and movies. I doesn't even need to have a lot of depth/story/message etc to stand alongside the greats.

Actually, this apply to every form of art, each art/discipline have his own tools, his own language.
To create a good work of art, you need to use the specific tool corresponding to your art, this is called medium specificity.
You don't make a good movie just by writing a good story. You don't make a good video game by making it just an interactive movie (go fuck yourself David Cage).
