He's referring to a short story by Kobo Abe that says that sticks were the first tool invented by humans (think like the apes at the beginning of 2001 and using the bones as weapons). The second tool was the rope, the inverse of a weapon, used to keep things together and close to you.
He's comparing umbilical "cords" to ropes here and said this game will have you playing with both "sticks and ropes" and will be something we haven't played before. Who the fuck knows what that really means for the game but yeah.
