That's not what I'm saying. The argument is that your game is only good if 100% of it is dedicated to making the gameplay good, having a good payoff, and etc. When your game is pushing cinematics or sex fanservice via CGI and flimsy costumes, that's money and time not going into the gameplay. You can see this in the stark contrast between Metroid Prime (no cinematics and no sex fanservice) and Metroid Other M (a mode dedicated entirely to skipping the gameplay and watching the cutscenes).

Let me try and put this more simply: The only thing gameplay needs is CONTEXT. And that can be made pretty damn well with contextual clues and gameplay. Remember when games told the story THROUGH the gameplay, instead of interrupting the gameplay for an intrusive 10 hour cutscene?

I've found it true that the more story a game has, the less replayability it has. Let's see... ah, take Final Fantasy 6 for instance, and let's compare it to Gradius 3. One has unskippable cutscenes, several hundred thousand text boxes of dialog, and as a result has buggy and bland gameplay ruined by several hundred exploits and bugs that they never bothered to fix because they spent their entire budget on the story. The other is a nice little sidescrolling space shooter with almost no story, but infinitely replayable gameplay. No cutscenes to skip, no dialog to mash through, no voice acting, nothing. You tell me which game is better on both a technical level, and a gameplay level.
The point here: your game has no gameplay if it has too much story. Watching a cutscene is not gameplay. Skipping a cutscene is not gameplay. Asking me to button mash through a quick time event is technically gameplay, but by that logic a DVD menu would count as a game. Do you get it?
