Since there are no other rules posted, I'm assuming Silent Hill is during a time where the cult has no presence, therefore it'll only show me things related to my guilt which aren't that much. And even then, most people get out of Silent Hill alive anyway, the monsters are generally weak and I'm not after anything that would lure me into a boss fight I'd just roam the town. As long as I'm there I might as well try to get over my fears.

PH (to be more precise nit PH specifically but rather the monster city spawns for you; however, if you accept movies into lore than other existing monsters can be altered too like PH was for Rose) behavior highly depends on the conditions on which he is being spawned/by whom. There was no reason for super-powerful and fast PH for james, he was mostly acting/behaving like executioner.
