It looks like Crystal Chronicles/Secret of Mana crossed with Dark Cloud.
As far as I can tell: You travel out in a desert to find dried out oases, and your water spirit companion fills them back up. This helps your town to prosper (or maybe you just get a new town) which gets new villagers and, probably, new features as you progress.
You have a party of 3-4, with the other party members being AI controlled. You can freely switch between characters, and its 3D action RPG combat. Go check out the E3 reveal, which shows some of the gameplay. Apparently Treehouse also showed a large chunk of gameplay as well.
