I think Sony's plan is obvious to everyone.
They gave the Neo Twice as much GPU power so it could render each game at twice the framerate. The whole idea is obviously to target future PS4 games at 30 fps in fullHD, and then the Neo provides twice that frame rate.
It's a good plan because most game developers would want to support the base PS4 because there are +40 million of them so far.

Bloodborne maintains 30fps in most areas, the exceptions being Old Yharnam and the Lecture Hall.
In fact, the framerate isn't the problem, it's the microstutter caused by the game trying to maintain 30fps and duplicating frames to do so. But again, this only happens in a few places.
