Then to answer your question, yes it is. It's not a sim racer and the handling is slightly different from the mainline Forza games. Still, it's not completely silly and they kept it fairly close to the originals which I like, because I could never understand arcade physics too well.

Yeah, not like Saints Row 3's "hold x to drift" mode. Feels very smooth and intuitive but still leaves enough room for skillful driving.

Forza 3 and 4 were my favourite games ever to drift in, and it had the best drifting community to boot. The drifting mechanics I believe are identical in Horizon 3, but the game lacks the vehicle finetuning that the main games have so I don't think you can specifically make drift setups.
It's fairly regular handling that works like you'd expect it to. No silly X to drift.

Set your settings to custom -> Dynamic on everything, switch AA to FXAA and make sure target framerate is 60FPS. Just leaving it on a preset will just go for whatever settings will max your rig while setting it all to Dynamic will get it running 60FPS on a toaster.

Dynamic you say... I didn't try that before but I did try lowest settings and still had some issues. Still my problem with the overall mechanics still stand, it feels much more boat like than 4 did, and the hitboxes for collisions are all off.

Odd. When I played there were shitters here and there but they got votekicked if they finished the race early. I loved that everyone just waited at the finish line patiently. Can't imagine that in any other game.
Admittedly I drove an S-class tuned S15, but that's because the extra power made it easier for me to correct my mistakes mid-drift.

The problem I had was that EVERY car was an S class s15, and they all caused a huge cluster fuck as the first hairpin of Fujimi Kaido Stage D. I could drift past them usually, but it could fuck up an entire run for me. Most people were cordial enough about the finish line, but if I was in a lobby particularly full of shitters who wouldn't stop hitting people, I made use of my speed run skills to fuck them all over. I drove a B class AE86 btw, with tofuboy livery because I too am a shitter.
