Sound design is probably the most important. After that, minimal user interface and/or interruptions of gameplay. Lighting is also likely key, but no more important than graphics in general- of all graphical components, though, it's probably the most important of the bunch.
Look at The Long Dark- its art style is very simple, its graphics likewise rough, but the lighting and sound do plenty to draw you in.

I find Gothic and Gothic 2 to be some of the most atmospheric games I've ever played. Sometimes it's about the mechanics and the world and the density or attention to detail. Hell I loved Metal Gear Solid 1 more than most games because a lot of time went in to making its atmosphere work. Some Metroid games and early Resident Evil do this too. T
hey put so much attention towards details and letting the player get around enemies without ever fighting adds a sense of immersion that would be somewhat feasible if you were really stuck in a horrifying place like that with very little ammo to work with.
