when it comes to playing a game it doesn't but when it comes to developing a game it does with more graphics there's more possibilities.
for examples graphics are a huge change allowing more moves that weren't possible before along with a better look.
graphics is one of the main reasons why most if not all multiplats are optimized on the ps4 another example mortal kombat x, and the new batman arkham.
