There is no incentive to go rogue due to imbalances.

Development led by an incredibly corporate development team which work on anything.

Destiny is far better.
They literally hid all of the best gear in the dark zone which is forcing you to go into a PvP area
The shitters that played 24/7 and abused the glitches to get the best gear started griefing the more casual players
The casual players cried about it and the shitters told them to get gud and the casual players left because they can't get gud when the shitters are constantly killing them and taking away any progress.
On top of that they had no alternate methods of obtaining gear.
Even now that issue is present, incursions didn't do shit. If you want to farm mats for crafting DZ is the only way to do it.
If DZ had been a PvE only area, they'd have at least twice the amount of players they have now
