Well, I've had an experience recently with Chinese vendors on ebay. Apparently someone purchased 2 motorcycle jackets and 3 giant hiking backpacks from them on my account and by the time I realized what had happened it was too late to cancel the order. Their mindsets are still in survival mode, everyone scrambling and paranoid. The lack of government makes crime and scams massive, just look up gutter oil. People are afraid to help one another, or just don't care, because in a world with 1.2 billion gooks who all look alike, what's another dead child? Seriously, that's how they, how we, all think. The only people you can trust is your immediate family, and that's the only people you care about. They have no desire to improve their environment or society, just to survive and hopefully get rich. Bartering is a skill you develop at an early age in some of these countries. I lived in South Vietnam for a time and it's basically expected that you know how to barter because literally everyone is going to sell you things 30-100% more expensive for literally no reason.
