If 3 can get the humour and tone closer to 1 (or even Tales From the Borderlands) AND they listen to thier hardcore fans (i.e almost autisticly obsessed with the numbers and permutations) and make the loot system follow the same principles of 1 rather than 2 they'll have a great game.
They've been getting better and better at designing interesting skill trees and mechanics, but the loot system and writing severely limited Bl2's and TPS's potential.

To be fair you'll have to blame 3d realms for duke nukem. It went though development hell and lazyness up until the two original teams were pulled off after 15 years to not deliver the game.
It ended up as a project on gearbox AND piranha games, which by knowing how this shit works even though they never told who did what, gearbox most likely sat down and just helped while piranha rushed the game to meet the deadline.
So.. Yeah after a couple of game engine changes, 15 years apart and 4 different devs, everyone saw what was going to happen.
