You should feel great about what youre complaining about to be honest. That game has background level scaling, where if you're doing well the game gets significantly harder and the ammo drops get scarce, but the money is higher.
Get killed like twice and you'll be back to average difficulty

On that note, Gameplay wise what's better do you think is better? having a really tough enemies that can take multiple rounds, or fragile enemies and more restricted ammo.
