Clear emotions and proper intonation is something the very vast majority of western VAs have proved time and time again that they're completely incapable of. If they can't act based on the scene and characters then they're shit, it's as easy as that.
It becomes even more obvious whenever actual high-profile actors make their performances like Patrick Stewart, and you get a taste of what good western voice acting would be like. The western VA industry is not nearly developed enough to provide consistently high quality.
In Japan, the business is highly competitive and you need legitimate talent and experience to get roles for major characters, and in many works even side characters. There literally is no comparison between the two unless you're being delusonal as fuck.

I don't entirely agree, but it's possible that they didn't and that you're spot on with that assertion. A lot of dub companies don't strive for 1:1 voice casting. Their main goal is to find someone who gets the cadence more or less the same, which Higgins does. You're free to disagree with me there, of course, but I certainly hear notes of the original performance in her voice.

I completely agree, but sometimes I let my media folder run on my second screen while playing games, and I'm not going to try and juggle subtitles and gameplay mechanics at the same time. So, every now and then I'll put on the dub for an anime if I find one that's serviceable, more as background noise than anything, and that's only if I've run low on my podcast rotation.

That's the problem though, dubs are pretty much never serviceable. The only dub I can think of that's worth listening to is Baccano! and that's because the addition of 1920s speak and intonations brought the time period to life but from a purely objective point it's bad in that it changes too much of the original.
Frankly, I don't mind the existence of dubs despite their inferiority. If people like bad stuff, they can. It's only when they refuse dual audio and shunt us with it that I get annoyed.
