That's not how balance works. A Widowmaker that CAN aim and consistently get headshots is so much more deadly than any other hero, no matter how good they are
Sure, she can be countered, but while she's alive she can solo lock down chokepoints and open areas.
You should try playing on the consoles. Widowmaker is ineffectual there.
She shouldn't be able to kill Zenyatta in one charged non-headshot. That's my only problem with her.

The best solution is a slower charge rate. There's little punishment when I miss a shot. I can just quickly charge another.
