So a comp with Genji, Tracer and Reaper/Hanzo + Widowmaker will get fucked deeply into the butt (I had the joy to experience this multiple times).
The comps that kind of works are 2x Frontline-Fighter + Backline- Harasser or 1xFrontline + Flanker + Backline-Harasser. (see. double McRee/Soldier 76/Pharah and then Genji/Tracer/Reaper)

Most can't aim for shit because people do the smart thing and strafe and jump. Genji's projectile is slow as sin and you won't get more than one headshot off unless you're fighting a literal retard.
You basically have to be at max HP at all times, and since you're a flanker, you waste precious time getting health packs.

Map knowledge and HP placements is main thing that any good genji must know. Good Genji will always fight close to a health pack because it's his only sustain option.
If you can't get HS with his RMB in close range then really you must step your shit up. When close enough, all 3 shurikens hit with RMB, landing a HS with them is a guaranteed kill.
Also, why the fuck would anyone attack with Genji frontally. His mobility allows him to get a jump on anybody, no matter where they are.
He is a flanker and CQC figher for a reason.

The only good thing Genji has is his vertical mobility and ability to bait retarded bastions.
That mobility however is fairly predictable after a while as there aren't really that many good shortcuts you can take with it, about the most impressive is Temple of Anubis to get behind the first point. The second is moot point because bastion is easy for most classes to deal with when you know where it is.
As a flanker hitscan is always going to be so much fucking better because in 1v1s your target isn't going to stand still and let your slow ass ninja stars hit them.
Tracer has better survive-ability despite the reduced health because blink has such a tiny cooldown, and can do damage better because hitscan.
Reaper does way more damage than Genji, applies it more easily and can also disengage more reliably. With his passive you also don't have to spend half the match looking for medkits.
Both also have more effective and safer to use ults, meaning you don't spend ages with a full ult gauge waiting for the right moment to use it because you need the enemy both bunched up and not paying attention.

Tracer can't climb walls, which makes Genji a better choice in some maps especially against a tight defense. He also does more damage which compensates for him having lower sustainability once spotted. Also his reflect can do wonders if used properly.

My most played character is Genji and fuck me if I wasn't the worst for the first hour or so, I did get better to the point where I was getting the gold medals every time but I was just a waste of a slot until I got good.
So I can see this being the case for a lot of other people as well where you'll get a Genji on your team who just swift strikes every where and reflects the second he sees an enemy and just stands there waiting for them to shoot him and that fucking sucks.

Well yeah, it requires some semblance of teamwork to capitalize on it, but not a lot, a 2-man premade is all you need, hell, even just using teamchat is enough to get people on it. Even if you only get one kill, that's still a free kill and you stalled most of their team for a few seconds, that's certainly worth more than putting up icewalls when 80% of the time having LoS gives the defensive team the advantage, or wasting your time in iceblock while their team runs off to the objective.

I still find her Ice Wall to be her most useful ability in pub play though. It's ability to counter a large number of important ults (High Noon, Black Hole, Molten Core, Tactical Visor, etc) , disrupt enemy movement (Blocking a push during overtime, sealing the path behind a handful of enemies to split their forces in two and clean them up), or simply provide cover to myself or wounded team mates is far too important to me in comparison to her ult. I'm sure with even one other person coordinating with you her ult would be much better, since it would guarantee everyone caught in it dies, but as it stands the rest of her kit stands out to me much more in pub play.
