With the limited amount of what we've seen of the game I would say that the two have different atmospheres while having pretty similar gameplay.
Nocturne's atmosphere definitely has a more dystopian vibe going on especially since your always by yourself (sans your demon squad). Can't say with any certainty about P5's atmosphere but I'd bet that it's completely different than Nocturnes.
If you played Nocturne then the gameplay should be around the same since it uses it's own version of Turn Press like most Megaten games have.
