If you have a usable GPU now waiting for the 490 will probably be a smart choice to be a better upgrade assuming you have $300+, if you don't the 480 will get you good enough performance sooner. Plus it's always a better value to upgrade mid tier cards more often than to keep a top tier one longer.

GTX 980 will be fine for most 1080 and 1440p games at 60 FPS, but if you have a 144Hz monitor then it would not reach its full potential.

I'd return it and get a GTX 1070, if you can.

Stock clocks are chosen to be the maximum safe and reproducible clock a card can manage without having to bin too many chips that underperform, it would be bad business to run a value card that far under its full potential if it really can do that
There's a reason nearly every card since forever can only overclock ~10-15% on a good day with few exceptions.

Bottlenecking is not as scary as it sounds.
You can probably bottleneck your current card by setting the ingame resolution of most games to 800x600.
When the gpu is less stressed and the framerates get high enough the CPU becomes the limiting factor, the thing is at the kind of framerates this happens at no one really cares, you'd need to be getting like 120 fps or something for your cpu to be a limiting factor.

The problem with a 144hz monitor is newer games don't often run higher than 90 fps even with multiple GPUs. It's just a shame, because I don't think there are 100hz g-sync monitors. Good old CRT times where +100hz was the standard.

However, the 3200~ score is correct and that is running at 1080mhz (downclocked). The reference version will run at 1266mhz and is inbetween the Nano and Fury.

Odds are usually rebrands.
7000, 9000, 500 and 700 series. 900 series was the only one to change this pattern, but even then they skipped 800 which would have been the new architecture so 900 still made sense.
Upgrading now will be about as safe ad getting the 8800gtx, 480 or 680 at release, maybe more since die shrinks are getting harder and further apart.
