Skyrim and Fallout 4 were both excellent games, I really hope they announce another TES.
But Skyrim is my favorite game of all time and I liked Fallout 4.

I thought Skyrim was less awesome than Morrowind and Oblivion, but I still thought it was a great game. I'm hoping the new Elder Scrolls will be more like Morrowind again but they made so much money selling Skyrim to normie faggots that I'm not holding my breath. Sad thing is that it could have all of this.
Alduin has really interesting lore tied to him and Dominion/Civil War could have been interesting.
Skyrim had some really good quests but there are probably 20 of them in total DLC included, I don't know what happened to Pagluiaro, the guy who made Dark Brotherhood quest for Oblivion, he worked on Skyrim but...I just don't know.

Not really needed, if existing factions were better it would be enough, and again they had potential. Companions have interesting lore tied to them and Ysgramor is a cool nigga, Psijic monks and fucking Magnus is great for mages guild, Killing Emperor sounds potentially great for a final DB quest, the only one that was shit in both execution and idea was Thieves Guild, fuck that shit.
