Yeah, but Bone is a flop. Their new business plan is to push UWP like their lives depended on it; they can afford to (really they've already lost so much on the Bone it risks nothing) cannibalize the Bone revenue stream in support of that.
Win10 phones are dead in the water and Win10 as a desktop OS suffered a MAJOR backlash and resistance that they pretty clearly weren't expecting; the Bone is an opportunity to normalize UWP; a sort of gateway drug to the emerging MS walled-garden app ecosystem.
However much money they'd lose on Live revenue, consider how much they gave up by making Win10 a free OS. They're obviously willing to sacrifice at LEAST that much in pursuit of UWP's success.
