Boco has gone crazy again. Japanese reporters were asking various Konami producers what their next games would be in the late 00's, their response was that Kojima's team was depleting their funding, and as long as he continued to produce games, Konami would funnel funding away from them.
Kojima absorbed over eighty million dollars. They cut the project short and gave him and his team the boot.
