Joseph has as much character development as the others, he's fun but not an exceptionally well written character. Giorno, Jolyne and Johnny all got the most development, with Johnny being one of, if not the most fleshed out character in the series. It's too early to say for Gappy.

Giorno stays literally the same throughout the entire series, save for knowing how to use his stand better.
Johnny gets the most development because he literally went from tragic son to asshole who cuts in line to self-pitying cripple to someone ready to kill for his ambition and finally to what he was at the end of part 7 thanks to Gyro.
Joseph being second in development what with him getting old and cheating in a moment of senility, but most other jojos like Josuke and Giorno start and end the same way.

He didn't get much, byt he did get more than most JoJo's. He started out aloof and kind of goofy, but when the opprotunity to join he gang came up, he started acting like his vision of a gangster, no nonsense and always gets the job done. Then there are some instances like Baby Face where Giorno's alone and he starts freaking out, whereas he usually remains calm and collected. We can see that most of the way he acts is just for show, and we also know that the other gang members see this because Mista starts getting mad when Giorno's about to go off on one of his grandiose speeches during The Grateful Dead.
When it comes to White Album, Giorno's at a loss and can't win the fight on his own, yet he tries to anyway because he wants to maintain his image. He almost kills himself and Mista in doing this, and Mista is left to save Giorno. Giorno shows immense respect for Mista and he realises that he can rely on others to help him from there on.
There's also his denial of Bruno's death, he notices all the strange things going on with Bruno, but brushes them aside because he doesn't want to face the fact that Bruno is dead.
He's not that well developed, bit I cpuld at least gather this, and that's with the shit translations. Joseph remains a bit of a goof the whole time, and his cheating was before SDC, so he wasn't senile at the time. If he gets any development, it's with him coming to respect his bloodline, but I haven't read BT in some time and I don't remember that being that prominent, so I can't really say. He also doesn't change that much on his old age, aside from being much less active, which is to be expected.

Both versions of Joseph are complete shit in HTTF, Young Joseph used to be considered better then Old, but with new tech that's been discovered Young Joseph has plummeted while Old Joseph stayed somewhat the same (upper low) because he actually has a stand and can use those mechanics.
It's a shame, Young Joseph is one of the most fun and well designed characters I've played in a fighting game, it's a shame he's stuck in a game where his playstyle gets absolutely shat on by ridiculous fraudulence at every turn

I'm going to be the minority in saying I think Hamon was cooler than stands.
Stands stay one note for a very long time, while the shit Joseph pulled with hamon was very diverse.
Given Stardust Crusaders completely shits on part 1 and 2 just to shill out Stands, which is unfortunate.

Hamon just pulls shit out of nowhere. It can mind control, it can let you walk on water, it can dislocate your shoulder, it can make a hang glider out of leaves and so on. Early on some Stands pull shit out of their ass, but when they began to stick to their abilities it made the fights more fun because it meant that they had to work with what they had rather than just pulling some new Hamon technique out of nowhere. When Jolyne forms the Moebius Strip with her torso to counteract C-Moon, that's a really clever moment amd it's somethign we knew she could do, but just hadn't considered. It's much more impactful than being in a seemingly impossible situation only to pull a new ability out of nowhere.
On top of that, Stands are more creative than the generic kung-fu energy of Hamon. They also give way for all of the cool Stand designs. Hamon may have offered more diverse options in fights, but it was still much more creativepy restricting amd the series is much better off without it.

Really, the reason you won't see Hamon or anything like it is because there's no need for it. Stands allow Araki to give anyone whatever abilities he likes, it forces him to be creative as each one has a specific ability and it allows him to make a cool design. Theres no need to come up with a new ability like Hamon because eventually Araki will come up with another ability he wants to include and Stands allow him to include that new ability without having characters perform enormous asspulls.

The Stands passed Part 3 are actually creative and he fact that they have their restrictions makes the fights more interesting and also gives every cast member a purpose, rather than having a Battle Tendency situation wherein all supporting characters are brushed aside. Preferring asspulls to mindless ORAORA's is understandable, but if you actually prefer pulling shit out of nowhere to people actually being clever with their abilities, then you just have shit taste
