Are you buying the Beta and then buying the game as the developer developes the game with DLC's or are you buying a full game that has extra content?
Expansions have always puzzle me, I understand Expansions from older games are very different from DLC's today but it just makes me wonder.

Some are, some aren't. There's a few great DLC's that are basically just Expansion Packs from back in the old days. Dishonored and Bloodborne come to mind.

There is no inherent difference between dlc and expansions other than how the content is released.

Don't know. What I want is Eldar weapons being beefed up, along with their speed and general mobility. The only weapons they have outside of melee, that have any punch are the Fusion gun (Which is still too weak against vehicles) and the Reaper launcher (that seriously needs a bigger magazine, the whole point of Eldar missile launchers is that they don't fucking need to reload.)

SM's should be the beefiest by a considerable margin
CSM's should be less beefier apart from nurgle classes, due to not as high tech weaponry, but should have more damage than SM's due to chaos blessings and shit
orks should have really shitty accuracy and movement, but if they get in melee are near impossible to beat
