Yeah, the engine is part of it. But the usual answer of "Hurr fix or make new engine plox" isn't really a realistic or likely solution. The engine was good for its time but it just hasn't aged well. The problem is there really isn't another engine they could use for such a scale with the same results. And the cost of producing a new one would require BI to go to their parent company and somehow make it seem worth it.
(With ArmA niche status and Bohemia industries position as a company that mainly makes actual products for actual militaries it would not be worth it)

Oh yeah after finishing the game you can literally get 100% reduction in casting speed.
Movement speed is also pretty fine since every class will get some sort of teleport / charge / leap ability that they can use with their instant mana regen.

The card game is kinda neat. You don't fight your opponent directly but rather have a hero with 30HP and 2 attack. each turn you lay down 4 cards and your hero fights them in turn. They drop gold (to activate support cards) or HP or Attack damage or temporary buffs.
the support cards usually cost gold to play and have effects like "attack the enemy hero" or allow you to steal HP from your opponent or the next monster or gain armour and stuff like that.
It's kinda neat, you have to balance gaining power versus not killing off your hero with too strong Monsters.

Nuclear Throne is much more fast paced than Rebirth. I recommend you to pirate it and try it out before thinking of buying it. Its a really satisfying game and I don't really get bored of it. The only reason I haven't played it more is because I play other stuff.

You should give it a try. It's pretty amazing as far as grand strat goes and it's sort of the next logical step based on the games you've played. A bit less blobbing, a lot more politics and geo diplomacy.
I think Stellaris is a 4X game, though nobody really seems to know what the difference is and everyone invents their own definition, sort of like JRPG.
