Varied protags in the GTA series allows for varied story scenarios and characters. CJ brought along Grove Street, Officer Tenpenny, and so on. So in theory a female protag would bring some novel scenarios to the table, including but not limited to prostitution. A Muslim protag might also bring other criminal issues like terrorism.
