When that happens it means they're playing at that moment, and you can't join until they're in lobby (it can also happen if the host is already full).
However, if the screen gets completely frozen (you can't move the cursor) it means either the host isn't up anymore or there's a problem in your side.

Three Alien Heads and you will only have one literal frame of vulnerability between his shields.
One Wicked Ring and as long as you keep hitting enemies you're virtually invincible.
