The worst thing about Widow, worse than her ridiculously short charge time, high health, and high RoF, is the fact that her sniper is stabilised, even when taking damage. If she's standing alone on the other end of a stretch, I can't just shoot her as I make my way down, because her aim won't move and she'll just headshot you. Whilst I'd probably bring about a whole bunch of changes, she needs to be jolted more by hits, at the moment she's completely independent of her teammates as she doesn't need them for covering fire, has relatively high health whilst being protected by her range, and a get out of jail free card from her grappling hook. whilst you can say 'she shouldn't be sniping you one-on-one', that completely closes down flankers with her wall-hack, and allows her to defend a point better than most of the roster when really she should be a type of secondary player, cleaning up for her team and targeting supports first and foremost.

Lots of things I don't understand about this game.
1. How does Warhog kill instantly after the grab. I noticed this after first playing with Warhog and then with Pharah. I grabbed Pharah with the chain and shot her point blank. She survived and jumped away. Then I played as Pharah, got chained and then was instantly killed. So what was different?
2. Can Genji seriously not destroy a teleporter? Is there no attack he can do to damage that thing?
3. Is D.Va invincible when she calls her mech down? I shot her like crazy and then her mech bounced me really far away over a cliff.
4. How do people notice me? Is there some sound the characters make? For instance, I snipe and obviouly can't look behind me. So somebody can take me out from behind. I don't play with sound so I don't know but when I sneak up on a sniper, she instantly turns around and starts shooting me or runs away. How do they always know that I'm there before I attack them?
5. Is there some way to increase Mei's freezing time? The idea is to freeze your enemy and then shoot him. However,when I freeze my enemies they always get out of the freeze before I can shoot them, even if I hit the button like a crazy person.
6. What's the counter to turrets? Nothing annoys me more than fucking turrets. I want to counter them but Pharah is shit for doing that.

Core of the problem right here.
Because Overwatch is so restricted team and map wise, a single good sniper is able to have a huge impact on the game.
T:A struggled with this sort of problem also. Because most of the map was visible from many locations, and because the sniper class/kit was also very mobile, it meant that a single good sniper was able to shut down flag-capping reliably. A sniper was an absolutely crucial pick for any competitive team, and the team with the better sniper usually had a huge advantage.
It did not matter how many times the sniper was nerfed. Mobility + hitscan vs. an objective that was always visible made it powerful.
It will not matter how many times Widowmaker is nerfed. Until her core functionality is changed (perhaps a fast moving flat-line projectile, making evasion actually possible...), she will remain broken. Because even without maphack, she will always know where the enemies are (by the objective), and will always be able to get into a position to kill a support character.

Genji is, as you explained, a much better counter. The only problem you are facing as one is a fully charged body shot, which will insta-gib you. But using reflect to get closer to her nullifies that and then the only problem is a good hook that you won't be able to follow. (Onto a bridge as example. Anywhere you'll have trouble wall-climbing after her.)
