It seems to me at some point Sakurai actually was planning on doing actual character costume DLC outside of the Miis. Apparently every character can have up to over 200 alts each and they can be modded in with relative ease, especially compared to Project M where the team had to come up with some coding mumbo jumbo to add more palette swaps to the game.
