GTA IV was disappointing at the time because SA had so many RPG mechanics and content and crazy missions.
IV removed aeroplanes, stats and a whole lot of other shit. But it had loads of new technology that wasn't there before so it was great in its own right.

The story is terrible, the protagonists barely have any depth, and there aren't any memorable characters or moments in any of the shitty "collect fifty macguffins for a prize" missions. Trying to reach a halfway point between the campy, over-the-top feeling of the 3D games and the serious, mature tone of IV also didn't help.
