It recently came out that several of the mods in the game were outsourced, hence the incosistent quality. Zangief. FANG, and Ibuki for example were done by a French studio called Volta. I don't know who did Ken though.

Also the characters look "weird" in SF5 because they were originally designed to be 10 years older than they were in the previous game.

Then the fans complained and some of the characters remained age-less for some reason (Cammy most notably)
