Torment had only visuals and writing as his weapons.
The combat was, is and will remain bad.
Still, at the time, most people couldn't imagine a turn based combat on the same engine without using D&D as a base to give informations.
And also because Planescape is based from a scenario book for D&D, they coulnd't change even if they wanted
Only a few other games did it much later but they still take inspiration from it (like Kotor).
The only western rpg with unique turn based combat in the last is probably Divine Original Sin.
