The point was that few characters, if any, are actually bad characters. Players tend to have an inflated sense of their own ability, even when they're shit. So if they can't play a character well, it must be the character's fault. Then they see other shitty players playing that character, and end up with confirmation bias.
There are lots of great players out there who actually know how to utilize the characters. Not many of the people who post on /v/, though.

She can effectively cut off certain areas, or make it a real pain in the ass for the enemy team to go that way. On defence maps she is useful as fuck for reinforcing the front with her teleporter, shielding everyone is pretty minor but it could be useful. Her gun deals crazy damage if you hold it down long enough, I've killed reaper up close with it by strafing his attacks, even took out a roadhogh but running circles around him. Her charged shot is just an annoying area of denial deal and it can go through shields.
