Yes and no. There are two meanings to the word "higher vampire". The first is used as a group term for the vampires that are more than just blood-sucking beasts; ie vampires that can look "normal", are sapient and can blend into society no problemo. The second denotes a specific class of vampire, ie Regis and Dettlaff. Orianna (that's her name) is definitely the former rather than the latter. If she was the former then Geralt would not have taken a contract on her life, nor would he have been able to kill her like that.
