One shot is 90% of the time not enough to even get someone off their legs, if he were to have had an actual gun he could've still fired at the cop while on the ground and possibly killed him.
When someone is a threat you pull the trigger again, you don't look around to see if he dropped the potential gun or if he is going to shoot you in the head.
