there isn't car torpedos, if you are on about the gameplay footage (from IGN) watch the dev walkthrough and he explains for the gameplay show they "wanted to go out with a bang" so they made all the cars explode easily, just for show.

I only ever played Mafia 2 and thought it was mediocre aside from some really memorable set pieces; I can still remember the scene where that guy is screaming before the Chinese restaurant shootout.
