They're going to port it to everything in the traditional Capcom fashion, Including shitty mobile ports. Easiest way to streamline that process is to make a game not too demanding to begin with.

Which is a sound economic decision. It's not like this game needs particularly outstanding graphics.
I think the one this that bothers me more than anything else is how shit Beck himself looks. Of all the corners that were cut, making the one thing that's always on screen look like garbage. The ribbed segments on his arm and legs are just a flat texture, as is his face, as is everything. He seriously looks like a character that was made using Modnation Racers.
