It's essentially impossible. First let's assume that, if this theory was correct, Rosalina was from the mushroom kingdom. If that was the case, then being the only humans in the entire kingdom and royalty to boot, the disappearance of one of the Royal family (Rosalina) should be a huge deal. If we assume that Peach is the mother, then that would necessitate that Rosalina was a time traveler from the future into the past, however this is never stated or implied by her or in the storybook while also being scientifically impossible to travel into the past. If we assume that Rosalina is the mother well that's just totally unfeasible because that would mean that she was a) a queen not a princess and b) was impregnated and gave birth but left immediately thereafter or in total secret, both of which are again absurd. Secondly, that entire line of thinking assumes that Rosalina originates from the mushroom kingdom. It's possible she didn't as evidenced by Daisy's royalty meaning there are other kingdoms with royal human families. However if Rosalina isn't from the Mushroom Kingdom then it's also impossible for her and Peach to be related. Thirdly, Rosalina can survive past the end of the universe and recreate it according to her will l which shows that it's entirely possible that she is older than the Mario universe and indeed whatever universes came before it. This means that if she was the daughter of Peach in some ancient universe, her ties to the current Peach would be that of a total stranger.
