Yeah, just blame retailers refusing to stock certain games with provocative cover art as always, because if you weren't this retarded OP, you would know that cover censoring is actually more common than one would think, even if the game itself is untouched.
See this shit, Kagura got another layer of leather added to her bikini, resulting in this piece of clothing that makes no sense, just to hide her cleavage in the western cover, the game itself is untouched.
There's also the case of the whole Dead Island series always having its covers altered in the US, because murrika felt the "i" in Island being portrayed with a Zombie hangged to be too extreme.
