The major problem is that he can gank tanks. He is obviously supposed to counter other short range damage heroes like Reaper and especially Tracer while also being able to provide pressure against opposing support characters at medium range. Being able to gank tank characters in the span of stun into fan into roll into fan is broken.
The reload on roll should be removed and the cooldown on stun extended by about 10-12 seconds, otherwise he'd be perfectly balanced.

I'm pretty sure that the direction she's facing is locked while she's in her ice sheild. She can see you moving around her because she's in 3rd person while it's active, but moving behind her will make it much harder for her to put an ice wall between you and her because she has to turn around.
