I've yet to find a modern rpg that has complex character builds. Something at least on the level of D&D feats+classes+multiclassing stuff.
DivOS, PoE, Wasteland 2, underrail, shadowrun returns and its sequels, none of them have very complex character building. Not to mention magic in all of them is very simple.
