It's tricky but you can deflect the flashbang away from mccree without stunning him and then deflect his fan the hammer, 99% of the time they'll still fan despite not stunning you since it's just reflex for them anyway.

Flashbang really should only work on a direct hit. It won't stop McCree murdering everyone else, but it will make Genji a soft counter to him, and stop him completely fucking Reinhardt.

nah, it (usually) not to do with tick rate. The thing about Overwatch is that the head shot crit box is actually wider than model, and it's boundries tend to line up with shoulders with most models, so near misses on the head often still count as hits because they are still hitting the box.

Furthermore, Hanzo's arrows appear to have larger than normal hit boxes as well, allow Hanzo to fairly easily dome despite it looking like a miss.
The final factor is that the ingame camera (used for spectator mode, kill cams and potg) is shit, and blizz have admitted it doesn't always follow 1:1 what actually happened.
Having said that, lag compensation and tick rate can cause issues, but it's mainly the above factors

High Noon is the worst Ultimate in the entire game.

Her charge needs to be nerfed, or her fire speed. All you need is basic motor skills to consistently land 150 damage shots every second.
At the moment there is literally 0 incentive to try to go for headshots as Widow, unless you're trying to go for a tank, and since 3/5 of the tanks have fuckhuge heads, that's not exactly a challenge.
Her ult needs a notification for the enemy team for the entire duration of it. Trying to attack the last point on maps is usually a pain in the ass as it is, walking around a corner and getting headshot or pre-emptively flashbang'd or hoghooked is anti-fun. Combine this with the gay tickrate and you can have widows popping up from behind waist high cover and doing 150 damage before you can even react, or know she was there.
And on a lesser scale, something needs to be done about her grappling hook. Maybe make it so that if she's hit while using it, she gets knocked out of it. Not really anything major, but it's annoying to finally get to the widow without being taken out by a turret, or fucked up in any other way, and then she just grapples to a high spot you can't get to and you're now disadvantaged again. Or she just zips away the second her "INTRUDER ALERT" poison trap tells her

The arrows are hitting the back wall instead of the target plate, meaning that the hitbox is not big enough to make the arrows hit the plate even if he shoots them that close to it.

The perfect change I think would be to make each successive shot of fan the hammer take longer. This could leave the time to dish out 200 damage or so relatively unchanged while lowering the overall DPS of fan the hammer.
If you add in a movement speed penalty, then you've got a situation where there is some drawback to using fan the hammer as it would leave you vulnerable.
Since emptying a partially full revolver would be penalized less, it would encourage mccree players to land a shot or two with lmb before using fan.
