It's actually possible, yes. Those are mountains so if they are high enough then of course they can be covered in ice and snow regardless if they are close to a desert, jungle or any other warm biome. Now if it was a plain on the same elevation as the desert and was snowy then it'd be dumb as hell.

Can happen under some circumstances. If the mountains are high enough they will catch all the moisture. All the moisture falls as snow leaving the land behind the mountains with dry air. This is called a rain shadow.

It's not about performance, it's that the engine would not support such a map.
Even with loading screens, you have to load most of the level anyway.
It'll be decades before we see such a map, even more considering how long it would take to model.
