It has little to no relation to WA1/2 story wise, besides taking place in the same world/similar world. I forget if the WA universe is all interconnected or if every title is a new imagining of Filgaia.
3 is arguably considered the best in the series. If you liked 1, you'll probably like 3.

I don't know. I guess none of the initial character hooks really pulled me in. I kind of liked the convict guy who saves the dog. I didn't put a lot of time into it, but it seemed like it didn't change a lot (mechanically) from 1?
I liked the characters and various things going on in 1. The setting was interesting, so I'd be glad to return to that. Making your own magic was also kinda neat.

Sony never cared about Wild Arms and it shows since they couldn't even be bothered to publish the series after 3 which lead to Xseed doing it for them.
