I think it'd be fun. We're it up to me I'd make it so that cover is like DoW2's and plays an important role early game when you don't have many units on the field. In late game, you could still make use of it but would be drastically more difficult to effectively put all of your units in cover. So it would become more of a secondary priority in the late game.

DoW 1 was an insult to most 40k races with it's retarded basebuilding bs.
Factions like Marines, Eldar, Tau, or the Necrons don't build jack fucking shit on the battlefield.
Marines drop their warriors and warmachines from orbit via drop pods or thunderhawks, Eldar of both kinds open webway portals and arrive trough them, Tau military doctrine is all about mobility and thus them making forts and shit is bloody ridiculous, and Necrons just teleport their shit into the battlefield.
The only factions to whom basebuilding sorta fits were orks and IG.
