I wouldn't really it flying, you have very little maneuverability in the air which leaves you vulnerable to the sniper revolver. Also you can be flash banged out of the air, and out of your ult, and basically any time you're inside a room because the flash radius is huge. The DPS matchup is also terrible. If you're Pharah and sneak up behind a mcree and get the first shot off, he can easily turn around flash bang and kill you - hell he could probably do it without the FB. Widowmaker is the only real counter because you can instakill from long range and shutdown high noon's pretty easily.
