Base stats to wield and 40 luck do insane things to it. Add Carthus Rouge and anything that can bleed in PvE will blow up so hard it isn't even funny. Ontop of that, it even has a little bit of regen. It's shite, not much, but it's a good layer of sprinkles on top.

No, you only need to invest in Luck until you hit 35. Hollow weapons and shields, when upgraded to +10, give a five-point boost to your Luck stat if you have more than 22 (iirc) hollowing.
This means that you only need to focus on one stat (Luck) for damage and can put leftover points in other important stats like VIG and END or invest in a supplemental stat like FAI or INT and still have plenty of points leftover for health and stamina.
I'm not implying that quality cannot have leeway for other stats, it's just that investing in ASS gives you more options and damage without relying on a weapon art like the SSS. The HP regen is also a nice little bonus, too.

Does it have better bleed than the Spiked Mace? I"m doing a STR/Luck build right now and I'm not impressed with it. I don't want to go Dex but I feel like I don't hit enough times with the mace for bleed to matter.

You have to use Carthus Rouge on it in order to give it bleed.
Like all straight swords, it's really fast, so it can proc bleed very easily. It's way more consistent at causing bleed than the Spiked Mace, but in my opinion the Spiked Mace's bleed output isn't really its strong point; the WA is.

pretty sure override. the only annoying thing about bountiful sunlight is 35 faith req and it drains your whole stamina bar when you cast it. one step down might be better
lloyds sword/shield ring could also help if you can keep your hp at max often

at 40/40/40 hollow darksword outdamages anris by a good margin. And then again a simple 50/50 Dark is even better than that.
Anri's and luck is only decent for low level characters or for gimmick bleed/poison builds.
At higher levels it simply get's outclassed by dark sword.
Anri's Straight Sword is easily the best weapon in the game, it gets even better on NG+ when you start gettings other stats like Str, Dex, and Faith to 40-60ish, I think I have something like 600 AR with 40 Str, Dex, Faith, and 60 Luck.

They're quite good, I outlasted a few squads by poking then running away near strong mobs and recharging with a chime WA + ring and a blessed weapon. Then go back to a simple shield and you theorically have infinite HP so long as you can hide. Now invade in areas with strong mobs and you're good to go.
