That's one thing I like about FNV giving you opportunity to change ammo types, reload ammo etc. - it's just nice good old fashioned gun wank. Depends on the faction. There's a lot of build up for each faction, granted moreso for House and Yes Man. This is hardly a complaint as anyone saying this likely doesn't roleplay and didn't bother to fill in the motivational blanks for their character. This is just simply not paying attention to the setting and being creatively devoid enough that you can't even roleplay a character without having your entire personality, history and motivations spelt out for you, as with Fo3.

Revenge isn't the only motivation. Without the Courier the NCR would have probably butted heads with the Legion again and possibly even won. We don't know.

There's also the fact that the Legion troops are a bunch of technologically illiterate tribals. This is perhaps the strongest complaint, but still easily countered.

You could just kill all of them manually and have the entire empty BoS Bunker to yourself.

You would have gone to Major Knight at the Mojave Outpost and said "Hey I want to go to Cali", he would have said you'll have to sit around at the outpost for a long, long time before you get clearance, it would have prompted you saying "This will end the game" and you would have selected it and finished right there and then with a singular slide showing you walking down the road or some shit. Caesar is pretty much the only good thing though, due to the faction being incomplete. If you play NCR, you get tons of quests and locations to chill at. Legion has... Caesar, and some dope loot boxes.
I'll admit, the first time I talked to Caesar I was more interested than I was in 95% of the NPCs, and totally understood how he got where he is. But after seeing how persuasive and intelligent he is, it made it painful how slip shod the Legion is beside him.
Cool backstories, not much else.

It's not an ancient holotape. It's one belonging to another BoS member that got himself killed there. The Glow itself is so powerful that people who enter there in full rad protection and popping RadX are still at threat of being taken down by radiation. It was a fool's errand in every sense.

Maybe he sees the Legion as the extension of Caesar, then (which it is). You talk him down by pointing out that Legion victory at the Dam will lead to its downfall, this makes him step down despite being a bloodthirsty warrior, because he doesn't want Legion to fail as the NCR did.
