It's all luck. You only get credits as a random drop just like skins/sprays etc. You can get 50 gold, 100, 150 or 500 (with each being less of a chance). Also you get 20% of item worth if you get a duplicate (so a 25 spray duplicat gives you 5 credits).

You don't sell heroes or maps because doing that will piss everyone off, especially if you said they were going to be free. By not pissing everyone off, more people will buy the game. The more people buy the game, the more whales there are to pay for cosmetic items, which is where the vast majority of your revenue would come from even if you did sell heroes and maps.
So, by staying true to their promise, they earn more money in the long run. It's all about whales when you have this kind of business model. If you don't know what I mean by whale, I'll explain.
In a game that has a cash shop like this one does, players are roughly divided into 3 categories. Category 1 never uses the cash shop, ever, for anything. Category 2 spends maybe 5-10 bucks on cash shop items over their entire playtime of the game. Category 3, or whales, spend a HUGE amount on cash shop items. Hundreds if not thousands of dollars. Almost all of the money you get from the cash shop comes from whales, and it really doesn't matter what exactly you sell in the cash shop. Whales don't buy because they want the things in the cash shop, they buy because it is an addiction for them to buy. So, selling heroes and maps just gives the game bad press, meaning less people play it, meaning less whales on the hook.
