But it's basically an anti-game mechanic that turns enemies into glorified health packs and completely ruins the dynamic of the game. It's the same as if capturing an enemy piece in chess allowed you to return one of your captured pieces to the board. It pretty much makes the whole thing pointless.

I'd argue it's the reverse, because instead of backtracking that means keeping up the action is only way to recover, and playing good is the only way to recover more than you're loosing.

Depends on the game. I think it works great in Ninja gaiden 2 for example. It would be worse with automatic regeneration or with more health items you'd have to pause the game to use.

Not OP but most of the time it turns the game in a casual fest since you'll end up swimming in health.
And if to balance that the drop becomes random then it's also bad because the randomness doesn't feel rewarding and creates a scenario where you died because you couldn't get health due to randomness.
