Lucio's kinda weird. They gave him the most fun movement ability with the highest skill required, but he's also locked out of using it since he's duty is staying with his team.
I think they should nerf his healing in general. He has a greater range than Mercy's and can heal multiple people at once, so a Lucio can almost always outheal a Mercy. Honestly if they reduced his heal rate and radius by a little bit, then he'd be a pretty balanced character, but right now his healing is ridiculous.

A Lucio is never going to try and roam by himself unless he's an idiot, and a team with him vs a team only using a Mercy as a support is at a disadvantage. A shielding Reinhardt can move as fast as a normal hero with amped up speed, turning what would normally be a slow push into an immediately confrontation and you can take a fuckload of damage with Sound Barrier, which gives you all the time in the world to pick off Mercy first and still have better health than the enemy team, and his right click has knockback and can hit multiple targets. He's not supposed to be a damage dealer, but I would say that 16 damage a shot (32 on headshot) is pretty fucking strong for a healer.
There is literally never a bad time to run a Lucio unlike almost every other hero in OW. His heals and speed buffs are just too good.

I wouldn't go saying that he needs a nerf, but the other supports really need some help to have a reason to be chosen over him. In terms of healing: Mercy can't keep up in comparison, Zenyatta's healing is more fire and forget (a joke), and Symmetra's meager 25 shield buff barely does anything except to the most squishy of characters.
He's easily the most required hero in the game. He needs to be in almost every game and Mercy cannot even compete despite being exclusively a healer.

Two ways to fix Symmetra's shields.
1. Make it give more shield, but give it a cooldown and make it degenerate over time.
+50 shield for 4 seconds at which point it starts to deteriorate at -5 shield a second until it's gone
3 second cooldown
Can't be used on targets that have been shielded in the past 30 seconds.
This gives it a bit more oomph and might save a life mid combat, but also forces you to consider when to use it and who to use it on.
2. Make it regenerate itself over time.
+25 shield permanently
If no damage has been taken for 3 seconds the shield regenerates at +5 per second until it's at +25 again.
This gives Symmetra some weak form of healing without turning her into a healer.
